Excellent picture! Very evocative.
The snow is Woodlands Scenics "snow" flock. The ground cover is white felt with splotches of grey painted over it, then a dusting of snow flock. I believe that Bill used cotton or stuffing for cushions to create the effect of "dust" like snow in the air from the horse's hooves.
